What prompted the Sandra Bland Act?
In July 2015, Sandra Bland was arrested following a traffic stop in Waller County, Texas. Three days later she was found hanged in her cell in her jail cell. Cell phone video showing her arrest went viral, prompting a State investigation and a call for improved jail procedures. The Texas Legislature responded by passing Senate Bill 1849.

The Sandra Bland Act requires county jails to install automated electronic sensors or cameras to ensure accurate and timely in-person checks of cells or groups of cells confining at-risk individuals.

How often must cell checks be performed in Texas jails?
Cell check requirements are mandated by 37 TAC §275.1, Regular Observation by Corrections Officers. This rule requires face-to-face observation no less than once every 60 minutes for all inmates, and at least every 30 minutes for inmates who are "assaultive, potentially suicidal, mentally ill, or have demonstrated bizarre behavior".
Sections of the Texas Administrative Code specify checks for other circumstances, such as §275.7, which mandates checks not less than once every 30 minutes for court holding cells.
